Start off with a lip primer, I like to use Urban Decay Lip Primer Potion you can find it at Sephora. It makes your lips nice and smooth, make sure to apply on the edges of your mouth as well. Then, line your lips with a red lip liner of your choice. And last, fill in with red lip stick. Take a lip brush and work the lip stick well in to the grooves of your lips it gives it a smooth professional finish also lasts longer.
